Thirty-six years.
One company.
One licence.
Sarfaraz Khan founded Khan Construction Co. in August 1990 and has run it ever since. Not a franchise, not a brand licensed from somebody else, not a sales office that hands the work to whichever crew is cheapest that week. The same business, under the same name, for thirty-six years.
In this trade that continuity is rare, and it is the thing worth checking. Most contractors who take a deposit and disappear were licensed once too. What separates them is whether the licence is still active, whether the name on it has changed, and whether there is a permit history a homeowner can look up without asking permission. Licence #700519 has been active in the same name since December 1994.
The unusual part of the record is its width. From 1990 the company built residential — single-family homes, duplexes, condominiums, apartment buildings. From 1993 it built commercial — shopping centres, office buildings, medical facilities, restaurants. Very few residential contractors have built an imaging centre. Very few commercial builders will re-roof a house.
Holding both is what a homeowner is actually buying here. A contractor who has been inspected under commercial rules, coordinated underground utilities and public works, and satisfied a health department as well as a building inspector does not lower those standards because the next project is a kitchen.
“30 years in the business and it shows!”

The record,
in sequence
From one company founded in Southern California in 1990 to eighteen permitted projects in Riverside County in the last three years.
- August 1990
Founds Khan Construction Co.
The company begins in Southern California, working principally across Orange and Los Angeles Counties. Same name, same owner, every year since — which is also why the phone still carries a 626 area code three decades after the first job.
- 1993
Adds commercial construction
Three years in, the practice widens from residential into commercial: shopping centres, office buildings, medical buildings and restaurants. Commercial work imposes a different discipline — health department code, public works coordination, underground utilities, and inspection at every stage.
- December 1994
CSLB licence #700519 issued
Class B General Building and Class C-39 Roofing, issued 20 December 1994. Two classifications on one licence is what allows a single contractor to take a job from the roof down to the foundation. It has been active, in the same name, for more than thirty years.
- 1990s – present
Residential at expert level
Design and construction of single-family residences across many cities, then duplexes, condominiums and apartment buildings. Multi-family is where a builder learns scheduling properly, because an error is repeated across every unit rather than absorbed by one.
- 1993 – present
Commercial at expert level
Small shopping centres through to large-scale plazas. Office buildings. Medical buildings, hospitals and imaging centres. Restaurant buildings to health department code. Public works supervision, sewer connections, underground utilities, landscaping and irrigation, and tenant improvement.
- 2000s
Growth into Northern California
The business expands north from its Southern California base, running large crews across concurrent projects.
- 2011
The yard lands in a new city
Jurupa Valley incorporates, absorbing Mira Loma, Rubidoux, Glen Avon and Pedley. The yard on Aurora Avenue sits inside the new city — which is why the address still answers to both names.
- 2010s
Title 24 and solar
Energy efficiency becomes a specialisation: California Title 24 compliance on commercial projects, and solar system design and installation — grid-tied hybrid systems with battery backup, on-grid and off-grid configurations, and rural electrification.
- 2020
Certificate of Excellence
Recognised by Bark for service quality.
- 2026
Thirty-six years, still building
86 building permits of record across Riverside County, eighteen of them in the last three years. A 5.0 average. The licence is still active, and the phone is still answered by the person whose name is on it.
The commercial
record
Commercial construction at expert level since 1993. It is the part of the history most homeowners never think to ask about, and the part that most changes what they are buying.
- C-01
Shopping centres & plazas
Small neighbourhood centres through to large-scale plazas, designed and constructed.
- C-02
Office buildings
Ground-up office construction and tenant improvement fit-outs.
- C-03
Medical & imaging
Medical buildings, hospitals and imaging centres — the most heavily regulated building type on this list.
- C-04
Restaurants
Restaurant buildings constructed to health department code, where the inspection regime is separate from and additional to building inspection.
- C-05
Public works
Supervision of public works, sewer connections and underground utilities.
- C-06
Title 24 compliance
California Title 24 energy efficiency compliance on commercial projects.
Trades worked
at master level
A general contractor does not need to swing every hammer. But one who has done the work himself knows when a subcontractor is cutting a corner — and that is the entire value of hiring a general contractor at all.

Solar design & install
Solar and
the heat
problem
Alongside general building and roofing, the practice covers solar: grid-tied hybrid systems with battery backup, on-grid and off-grid configurations, and rural electrification — together with California Title 24 energy efficiency compliance on commercial projects.
In the Inland Empire this is not a bolt-on service. A house here spends weeks above 100°F, and the roof is simultaneously the largest heat load on the building and the best available surface for generating power. Decisions about roofing material, attic ventilation, insulation and solar are one decision — made badly when four different contractors each make a quarter of it.
Holding the general building licence, the roofing classification and solar experience in the same pair of hands is the argument for making that decision once.
What he puts
in writing
Four commitments that appear in every Khan Construction contract, and that you are entitled to hold him to.
- 01
Legal deposit only
California caps a contractor's down payment at $1,000 or 10% of the contract, whichever is less. Never more, on any job, at any contract value.
- 02
Itemized written scope
Materials by brand and grade, labor, permit fees and disposal listed separately — so you can compare his bid against another one honestly.
- 03
Written change orders
Nothing is added to your invoice without your written approval first. Discovery happens on every job; surprise invoices are a choice.
- 04
Verify him yourself
Licence #700519 at cslb.ca.gov shows status, classifications, bond and any disclosed complaints. He would rather you checked than took his word for it.
